::var forces uses local variable, without :: it would use the global variable (if one is present).
btw the narrator sounds like Napoleon Dynamite!

@XenonXero Putting those open and closing brackets creates a subscope. For example:

int main()
{
int alpha = 0;
{
 int alpha = 1;
}
}

This is legal because the open and closing brackets create a new subscope below the outer scope. The new scope is like starting with a clean slate of available variable identifiers to use.
